The financial situation of the municipalities returned to the focus of the meeting of the Board of Directors of KEDE, with the president Lazaros Kyrizoglou underlining that the number of municipalities that receive advances from their regular grant to cope with the increased operating costs is increasing alarmingly.
“The money is not enough and any aid that has been given has been absorbed by the withholding of the burial fee, the increase in salary and energy costs” he said and emphasized that the meeting between the Ministry of Finance, the Ministry of Internal Affairs and the Ministry of Internal Affairs and Communications should be held immediately in order to give an emergency and temporary solution to the difficult financial situation of the municipalities with the disbursement by the end of 2024 of three extraordinary monthly grants of 140 million each.
The Board of Directors of KEDE was also placed on the plan of the Ministry of Finance and Ministry of Finance for the budgets of the municipalities for the financial year 2025 and made the following comments:
- The burial fee should be abolished and the withholdings made by the CAP should be returned.
- To be covered by the State Budget, the excess energy costs of municipalities, their legal entities and DEYAs and to be financed in order to upgrade their energy infrastructures.
- Law 3852/2010 on the annual returns from the budget to the municipalities should be applied without deviations and misinterpretations and to abolish provisions that are of a memorandum nature.
- To start a dialogue immediately for the repayment of the withheld and unreturned funds.
- To return to the municipalities fees that were taken from them.
The Mental Health Bill
KEDE, among others, requests that the institutional framework of the Prevention Centers remain as it is, i.e. as Urban Non-Profit Companies that will enter into a contract with the new organization E.O.P.A.E., so as to ensure the local character of the action them, but also the coordination of actions for the entire territory.
Finally, the Board of Directors of KEDE decided to intervene before the Supreme Court in favor of the Municipality of Alimos and against the appeal of ETAD SA. with which the company requests the annulment of a decision of the Municipal Council, by which it determined the amount of municipal fees on its beach, claiming that the beach property is not shared but private land.
Resolutions
The Board of Directors of KEDE approved the issuance of three resolutions. Specifically, the resolutions concern the 50 years of the restoration of the Republic, the condemnation of the Turkish invasion and the illegal continued occupation of a part of the independent Cypriot State for 50 years, and the impeachment of the Greek elected Mayor of Heimarra Fredis Beleris.

In the resolution condemning the Turkish invasion of Cyprus KEDE, among others, emphasizes that 50 years later, unfortunately, the defiant occupation of one third of the Republic of Cyprus continues.
He emphasizes that “this unimaginable impunity of Turkey on the part of the International Community, but also of the European Union, when it is accompanied by its defiant refusal to accept a resolution of the Cyprus Issue in a manner consistent with International Law and European Law, does not it is permissible nor tolerable to continue”.
He notes the great responsibilities borne by the European Union, the International Community, and above all the USA, Great Britain, NATO because they tolerated and continue to tolerate, for so many decades, the effects and achievements of the Turkish invasion and occupation of the territory of the Republic of Cyprus .
And he underlines that “it is now time for the European Union, the International Community, the USA, Great Britain and NATO, after 20 years when the Republic of Cyprus has been a full member of the European Union, to show in practice a sensitivity similar to that which they showed and are showing in favor of Ukraine and against the illegal Russian invasion”.
In the resolution for the impeachment of the Greek elected mayor of Chemarra, Fredis Beleris, among others, “KEDE expresses its absolute opposition and denounces the practices of the Government of Albania, which violated the presumption of innocence, the European acquis and violated every concept of democratic principle with the “occupation” of the municipality of Heimarra”.
