The Information Technologies and Communication Authority had blocked access to Instagram on August 2nd on the grounds that “the catalogue does not comply with the crimes”. Minister of Transport and Infrastructure Abdulkadir Uraloğlu announced the agreement reached with Meta and stated that the company accepted Turkey’s conditions. Thus, Instagram, which has millions of users, was reopened to access.
“A PROMISE TO DO A JOINT EFFORT”
Minister Uraloğlu, who announced the developments in the ongoing meetings with Instagram, announced in a post on his social media account that the access ban to Instagram had been lifted as of 21:30.
Uraloğlu used the following expressions in his post;
“As the Republic of Turkey, we blocked access to the social media platform Instagram on August 2nd because it did not respond to our requests due to the policies it implemented within the scope of catalogue crimes.
From the beginning, we wanted social media platforms to respect the laws of the Republic of Turkey.
“As a result of our talks with Instagram officials, our demands, especially regarding catalog crimes, will be met and they have promised to work together on the censorship imposed on users, and we will lift the access ban as of 21:30.”
The conditions accepted by Meta in response to the demands from Turkey are as follows;
Within the scope of the laws of the Republic of Turkey, the content and sharing included among the catalogue crimes will be removed immediately.
Compliance with Turkey’s legal system will be ensured and rapid and effective intervention will be made in case of any violation of the law.
Accounts will not be closed without warning.
The rights and accounts of Turkish users will be secured.
Accounts that were closed without warning will be reopened.
Terrorist organization propaganda such as PKK, PYD and FETO will not be made on Instagram.
Posts that are against the laws of the Republic of Turkey will be removed from Instagram.
If any legal problems occur, Instagram will contact the authorities as quickly as possible.
THE MINISTRY ANNOUNCED UNDER 3 HEADINGS
The statement made by the ministry included issues that were accepted and would be subject to regulation under headings such as legal compliance and content removal, user rights and account security, fight against terrorism and content control.
“As a result of the meetings held between our Ministry, the Presidency of Information Technologies and Communication Authority and the global representatives of Meta Platforms Company, the following statement was made: The issues accepted by META Platforms officials in the meetings and subject to regulation are as follows:
Legal Compliance and Content Removal: Within the scope of the laws of the Republic of Turkey; the content and sharing included in the catalog crimes will be removed immediately after the work to be done to remove them. In this context, compliance with the Turkish legal system will be ensured and a rapid and effective intervention will be made in case of violation of the laws.
User Rights and Account Security: User rights of social media accounts belonging to citizens of the Republic of Turkey will be fully protected. Accounts will not be closed without any warning. However, accounts that are closed or locked without warning will be reopened. A fair application process will be carried out by considering the rights of account owners.
Fighting Terrorism and Content Control: META Platforms will take all necessary care to remove accounts belonging to terrorist organizations such as PKK, PYD, FETÖ and all content containing propaganda in favor of these organizations. In addition, an effective approach will be adopted in combating terrorist propaganda and illegal content, and security and public order will be protected.
Within the framework of these regulations; significant gains have been made in terms of increasing security in the digital environment in Turkey, legal harmony, protection of user rights and development of a fair control mechanism. Necessary procedures regarding catalog crimes reported to Meta Platforms have been completed. It will continue to be implemented carefully from now on. In this context, we would like to thank Meta Platforms officials and stakeholders who cooperated in the process and would like to inform you that Instagram will be reopened to access at around 21:30 (TS) today.
