June 15 is “National Revival Day” on the Baku State Calendar. 1993 On June 15, the Chairman of the Supreme Council of Azerbaijan, Isa Gambarov, resigned from his post, and Heydar Aliyev was elected in his place. He had left Nakhichevan since the first days of June and was busy with the task of stopping the military campaign of “terrorist” Suret Huseynov to Baku, “neutralizing the threat of civil war”. : Moreover, Huseinov was holding the chief prosecutor hostage and received from him the arrest warrant for the acting president Abulfaz Elchibey.
The subject of a separate historical-political study is the visit of the President of Armenia Levon Ter-Petrosyan to Stepanakert on June 14, the signing of a secret agreement with the NKR authorities, by which Armenia was obliged to never discuss the issues of returning Lachin region to Azerbaijan, disbanding the Defense Army and subordination of Nagorno-Karabakh to Baku. Apparently, President Ter-Petrosyan was aware of the internal situation in Baku, he knew that Heydar Aliyev was returning to power and was trying to use the favorable status quo – in April the PB liberated Kelbajar – to end the war.
This is, of course, a very distant story. It is “extremely remarkable” that June 15 was not celebrated this year in Baku in accordance with the state protocol. Ilham Aliyev and the first lady did not visit the grave of “national leader” Heydar Aliyev. There is no official information that members of the government, “deputies of the Milli Mejlis, figures of science, culture and art” paid tribute to his memory, as was done years ago.
The “press” did not refer to the advice and significance of the holiday either. An exception was the brief editorial of Turan agency, but it was written with a completely different motivation. It emphasizes Elchibey’s “insightful foresight, that, foreseeing the threat, he consulted with Heydar Aliyev and invited him to Baku, so that power does not pass to Moscow’s agents.
It is known that Abulfaz Elchibey was elected president with the agreement to resign after one year and hand over the power to Heydar Aliyev – the current law set the maximum age of the president at 65 years, and Heydar Aliyev was already 70 years old – it is known. The expression is the state silence of June 15, which is extremely symbolic in the context of the statement of the former chairman of the Central Committee, currently the leader of the “Musavat” party, Isa Gambar, that on June 24 they will respect Elchibey’s “memory and his political legacy”.
I understand that you respect Heydar Aliyev’s birthday or death, which is his memory. But Gambar represents the need to respect “political heritage”. It has a completely different meaning and significance. Elchibey’s political legacy is pan-Turkishness, anti-Russian and fierce anti-Iranianism. In the mode of practical politics, Aliyev is with Russia, improving Iranian-Azerbaijani relations. How is Baku preparing for confederation with Turkey? Is Heydar Aliyev an obstacle?
