Even in its first year, the 57th Legislature of the Chamber of Deputies obtained an average presence of parliamentarians slightly lower than the previous one, going from 92.16% to 90.83%. Several factors may have contributed to this index: the end of virtual-only sessions, obstacles and intense debates in committees, long meetings in the leadership reformulation process, among others. Ultimately, 34 MPs failed to achieve a participation rate of 75% or higher. In other words, they stopped participating in one in four deliberative sessions, those in which participation is mandatory.
The list of main absences, however, continues to retain some patterns from the previous legislature. One of these is the difficulty that party leaders encounter in establishing a constant presence in the plenary: names include the presidents of União Brasil, Luciano Bivar (PE); from Podemos, Renata Abreu (SP) and from Avante, Luís Tibé (MG). The names also include the national vice-president of the PT, Washington Quaquá (RJ), and the leader of the PL, Altineu Côrtes (RJ).
The leaders, among other things, set two records on the list: Luciano Bivar was the most absent parliamentarian in the plenary, having not participated in 43.97% of the sessions. In total he accumulated 51 absences, all justified to the Board of Directors. Junior Lourenço (PL-MA), on the other hand, accumulated 34 absences, a much lower number, but only ten of these were justified, while the other 24 had no official justification. The MP spent part of his term on leave, which increased the percentage of absences per exercise day. In total during his mandate he was absent from 32.28% of the sessions.
Among the deputies in office all year round, Washington Quaquá is the leader in unjustified absences, with 20 accumulated and 74.78% attendance.
There are also parliamentarians whose absences are due to force majeure, fully justifiable reasons. Talíria Petrone (Psol-RJ) had to go on leave at the beginning of the year due to the birth of her second daughter, while Ivan Valente (Psol-SP) underwent kidney transplant surgery in October, very complex and whose donor was his own wife, Vera Valente.
Other MPs who served in the executive also recorded an attendance rate of less than 75% during the period in which they served their parliamentary mandate throughout the year. Examples include Daniela do Waguinho (União-RJ), who started the year as Minister of Tourism until August, when she was replaced by Celso Sabino; as well as Hugo Leal (PSD-RJ), who holds the position of Secretary of Energy and Maritime Economy in the state of Rio de Janeiro, but has returned to the position on several occasions.
The data in the following list is available on Congress Radar and was provided by the General Secretariat of the Chamber of Deputies. A greater or lesser presence in the plenary, however, does not mean that a better or worse job was done, since, in many cases, absences in the plenary can occur due to the parliamentarian’s performance on other fronts, such as prolonged meetings or debates in commission. who have exceeded the times set out on the agenda.
