IMPORTANT DECISION from the Prime Minister regarding defense and national security – 2024-06-22 21:48:07

The criteria for defense or state security needs and the Rule for conducting purchases related to them have been defined.

Publika.az reports that Prime Minister Ali Asadov signed a decision on this.

The criteria for defense or national security needs are as follows:

– Protection of the independence, sovereignty, territorial integrity and population of the Republic of Azerbaijan from aggression;

– Protection of the constitutional structure, public order and public security;

– Ensuring protection, protection and inviolability of the state border of the Republic of Azerbaijan;

– implementation of intelligence and counter-intelligence activities;

– fight against terrorism and transnational organized crime;

– ensuring the development of the defense industry;

– implementation of the peacekeeping mission;

– ensuring the safety of protected persons;

– ensuring the protection of state facilities of strategic importance, export oil and gas pipelines and their infrastructure facilities;

– ensuring the security of critical information infrastructure and combating cybercrime;

– provision of special communication and information security;

– escort and protection of convicts and detained persons;

– organization of civil defense;

– mobilization and conscription.

Procurements related to defense or national security needs include the following:

– all types of weapons, ammunition, military equipment, technical means, systems, equipment, software, licenses, aircraft, floats, machines, tools, devices, devices, goods, materials, accessories, all kinds of related means, spare parts, services and works (production, repair, modernization, scientific research and experimental design in this direction

works, technical service services);

– equipment for producing weapons, ammunition, military equipment and other military property;

– raw materials, materials and their components used for the preparation of weapons, ammunition, military equipment and other military property;

– goods, works and services necessary for providing intelligence and counter-intelligence activities;

– military uniforms, property and food products of military personnel;

– design, construction (construction, current and major repair, reconstruction, restoration) of military units, military campuses, military infrastructure facilities (buildings and (or) facilities), as well as other classified facilities (buildings and (or) facilities) , dismantling, including construction site organization, necessary constructions

construction, completion or improvement works, author supervision, as well as other related services and works (drilling, geodesy, engineering-research, scientific-constructor, geological-exploration, satellite photography, seismic, scientific research works, providing services to main funds and funds );

– construction, current and major repair, reconstruction, restoration and demolition of defense industry objects (fields for production, improvement, repair and disposal of weapons, ammunition, military equipment and other military property);

– purchased goods, works and services related to the organization of international and national level military exercises and military competitions;

– goods supplied to emergency and mobilization reserves;

– other purchases according to the criteria specified in this Regulation, subject to the application of a special procedure.
