In response to the public statement of the president advisor of the Electoral Institute of Coahuila (IEC), Shamir Fernández Hernández, Morena-PT candidate for mayor of Torreón, expressed his concern about considering alleged political violence and prejudice.
“It is essential to guarantee impartiality and integrity in the electoral process, and any opinion that prejudges an issue before its resolution negatively affects confidence in democratic institutions,” he said.
He mentioned that as a public electoral official, member of the higher management body of the OPLE of Coahuila, which must, at the time, resolve the sanctioning procedures initiated due to the complaints presented, the president advisor Rodrigo Paredes Lozano is prevented from expressing public opinion that involves prejudging a matter before it is resolved.
Fernández said that, in particular, neither the Executive Directorate of Legal Affairs nor the IEC Complaints and Denunciations Commission have investigated, substantiated or issued a draft agreement for the General Council to resolve the indicated complaintsso “the statements made by the President Counsel clearly imply a prejudice about them.”
In this sense, it was considered essential to remember that all complaints must be investigated and resolved in a fair and transparent manner, regardless of the political affiliation of those involved.
“As a candidate, I reaffirm my commitment to respect and tolerance in the political sphere, and I urge the IEC to fulfill its duty to ensure equity and legality in the electoral process,” he said.
“Likewise, I urge the competent authorities to take necessary steps to ensure that public statements of electoral officials comply with the established legal framework, in accordance with article 404, section h of the Electoral Code of Coahuila, and article 102, paragraph e), of the General Law of Electoral Institutions and Procedures,” he added.
According to article 404, section h of the Electoral Code of Coahuila, it is prohibited to express a public opinion that involves prejudging a matter. The candidate mentioned that, in addition, article 102, paragraph e of the General Law of Electoral Institutions and Procedures considers this action as a serious cause for removal from office if he does not excuse himself from it.
