Ibama strengthens controls on motorway works and breaks the record for fines

Furthermore, the works have remained at a standstill for more than 45 years without the DNIT presenting an environmental control program, the objective of which would be to mitigate the damage caused by the project. The fine was R$5.4 million.

There was also a heavy fine for an irregularity in a job in the Amazon, on BR-230, in Pará. The DNIT did not install wildlife corridors or take other measures to protect animals in the region, as required by the license, and was fined R$5.4 million.

In a similar incident, the agency was also fined R$2.5 million in Pelotas (RS) for a project in which it failed to install wildlife passage corridors and failed to submit wildlife protection reports fauna and on the monitoring of roadkill of animals. .

In both cases the opinions concluded in 2022, but the sanctions were applied only later, during the Lula government.

Already in a work on BR-222, on the ring road of Fortaleza, capital of Ceará, the DNIT did not present a vegetation recovery plan on at least 7.61 hectares. The problem was reported in an opinion dated February 27 this year, which then resulted in a fine of R$2.5 million.

What the bodies say

Claudia Jeanne da Silva Barros, director of environmental licensing at Ibama, told UOL that “the DNIT is a heavily fined body, but it is not the only one”, and stressed that inspection actions have increased. According to her, the fine is charged only as a last resort, when the problem is not resolved first.
