He Democratic senator, Matías Walker He called on the pro-government parliamentarians to support next Monday, May 13, the report sent by the mixed commission that sought to settle differences between the Chambers regarding the project known as Isapres short lawdespite the fact that “it is not the solution that we all would have wanted.”
“There was not much room and the most important thing was to comply with the ruling (of the Supreme Court) and at the same time avoid a financial collapse of the system,” Walker explained in conversation with Al Pan Pan with Mirna Schindler.
In that sense, he joined the statements of other parliamentarians – such as Senator Juan Luis Castro – and experts, that this project will prevent the collapse of the system, but in the “short term, but there will probably be a migration of young people.” , of healthy contributors to Fonasa. And therein lies the challenge of the Isapres, to see how they generate incentives so that these young members do not leave, because it is effectively no small matter that the middle class’s health plan will be raised by 10%.”
“But the first thing was to avoid the financial collapse of the system and the most important thing, we always said, we had to put the patients at the center and that there was no danger of lack of health coverage, especially with respect to these 300,000 chronic patients. that today are in isapre”, he added.
For this reason, Walker told the parliamentarians related to the government of President Gabriel Boric that “they have to understand that what was approved were indications from the government, because
The one who makes proposals for indications to settle the differences between both Chambers in the mixed commission is the government. It is the government that presented these indications as a result of an agreement, and I hope that the government parliamentarians approve what their own government proposed in the mixed commission.”
“Here everyone has to assume their responsibility. I think obviously It is not the solution that we all would have wanted.but it is the most responsible solution, said the Minister of Health, Ximena Aguilera, so I hope that the official parliamentarians act accordingly,” he reiterated.
Alternatives
Among the alternatives that Walker indicated that were on the table was mutualization. “Why did it seem interesting to me? Because the legal principle of compensation was applied as a mechanism for extinguishing obligations. That is to say, the debts from those who had been charged excessively were offset by the credits of those who had been charged in a lower amount and that is why the debts were finally mutualized and the table of risk factors that the constitutional court had been proposing was applied. since 2011.”
“That was not possible, I have done justice in an argument that is respectable, which said that this does not allow the ruling to be complied with, what happens is that the ruling did not give that much scope either. That is why I insist that this solution reached by the mixed commission referred to in indications presented by the Executive, the Minister of Health and Minister Álvaro Elizalde, what allows us to comply with the ruling and at the same time avoid the bankruptcy of the system in the short term”, he closed.
