Chairman of the Justice, Law, Democracy (AHD) Party, MP Gudrat Hasanguliyev gave an interview to the website of khalqcebhesi.az.

– Mr. Gudrat, the chairman of the international relations committee of the Russian Federation Council, Grigory Karasin, spoke about the importance of opening a Russian consulate in Khankend by the end of 2024. We would like to know your opinion on this matter.
– Grigory Karasin may have expressed his desire or the desire of the Russian government. I always wonder why we haven’t brought up the issue of opening the consulate general of Azerbaijan in Darbend, where our compatriots live, in the Republic of Dagestan, our close neighbor. By the way, let me mention that such issues are not resolved at the level of deputies. Karasin did not know this either. First of all, Khankendi should be populated with refugees and internally displaced persons. Turkey also wants to open a consulate in Shusha. If the Russian government has such a desire after settlement, it would be more logical to discuss this issue at the level of governments.
– There are those who are worried about Karasi’s statement. How are you?
– Currently, Russian-Azerbaijani relations are warmer, more sincere and more reliable than before 2020. In 2022, with the Moscow Declaration, our relations were raised to a higher level – alliance relations. Our people accept this as normal and are in favor of further development of relations. If Russia wants to open a consulate in Khankendi, this will be discussed. I don’t see anything dangerous here. Also, this is an issue where you need to trust the President in such matters and believe that he will make the right decision.
– How did you welcome the President’s decree?
– Very Good. I congratulate the persons and relatives of the victim and wish them to never break the law. But I always say that the right to excuse should be used in exceptional cases. The issue of early release of the prisoners from the sentence or replacement of the unserved part of the sentence with a lighter sentence should be considered by the courts, the body that administers justice according to the Constitution. There are legal mechanisms for this in the legislation. In special cases, the President can use his exclusive authority and exempt from punishment one or two people who had special services to our people during his presidency. I think that there is no need for a commission for this, and this commission should be abolished. The right to complain should not be widely used. If a significant event happens in the life of our country, the Milli Majlis can accept amnesty. We considered it necessary to adopt the amnesty act in connection with the restoration of state sovereignty over Karabakh. We welcomed the broad response that this did not happen. Numerous pardons and amnesties harm the state’s penal policy and cannot be unequivocally accepted and welcomed as an act of humanity.
