All insured persons who are registered as unemployed will receive the child supplement in the form of an allowance. This was reflected in the proposed amendment to the law “On Unemployment Insurance”, which was discussed at the meeting of the Milli Majlis on December 8. According to the law, the minimum insurance payment is equal to the minimum monthly salary determined by the relevant executive authority.
Publika.az It is reported that the economist expert Khalid Karimli, who spoke to Yenisabah.az about the subject, explained what the change in the law was:
“Earlier, two types of workers were provided with unemployment insurance: one who was laid off or whose workplace was closed, and the second one whose fixed-term employment contract ended.
Workers whose workplaces were closed were given unemployment insurance for 6 months after the application, which also had conditions. For 6 months, 50 percent of his average monthly salary was given to him as unemployment insurance. If he was unemployed after 6 months, he applied again, and at that time, the minimum monthly salary, i.e. 345 manat insurance, was paid to that person for 3 months.
The maximum period of insurance is 6 months + 3 months. If the people receiving insurance received half of their salary as insurance, they also received additional interest according to the number of children, 5 percent for one child, 20 percent for 4 children. That is, if a person’s unemployment insurance was 500 manats, if he had 4 children, an additional 500 manats was paid.”
The expert noted that according to the change, people whose employment contracts have already expired will also receive additional interest based on the number of their children after registration:
“And now the interest paid for the child will apply not only to those whose workplaces are downsized and closed, but also to those whose employment contracts have expired. That is, if your contract has expired, if you are registered as unemployed, you will be able to get unemployment insurance equal to the minimum wage (345 manats) in just 3 months.
What has changed is that now, in addition to 345 manats, the list of those who receive additional money due to the number of children includes workers whose contract period has expired. If you have one child, 345 manats will be charged in addition to 5 percent, if you have 4 or more children, 20 percent will be charged.
This is the only thing that has changed, the other provisions have remained as before.”
It should be noted that in order to receive this benefit, the person who has obtained the right to receive insurance payment must be registered at the local institutions of the State Employment Agency or “DOST” centers under the Ministry of Labor and Social Protection of the Population at the initial stage. Within 5 working days, the relevant executive power body makes a decision on the assignment of insurance payment if the applicant is not offered a suitable job or is refused a vacancy by the employer (employers). After that, the person submits the application and the documents to be attached to the application to receive the insurance payment, and the insurance payment is determined.
