The United Nations Development Program (UNDP) presented the diagnosis of digital preparation (DRA) 2024-2025 of El Salvador, in which significant progress is recognized in key areas for the country’s digital transformation, such as institutional articulation, strengthening capacities and government strategy.
The study, conducted with the support of the Ministry of Innovation, places El Salvador in an advanced phase of the digital process, known as “differential phase”, where digital systems are essential for operations. Among the outstanding subpillars are citizen participation, digital literacy, digital public services, data protection, open government, fair market competition, human rights and digital payment systems. Government’s leadership and digital strategy are positioned in the highest evaluation range.
The report highlights that El Salvador promotes technology as a central axis of economic and social development, through normative frameworks that encourage investment, cybersecurity measures and protection of personal data. According to UNDP, this represents “one of the most robust advances towards the maturity of the country’s digital ecosystem.”
Likewise, the document underlines the positive effects of the extension of connectivity in public spaces and educational centers, which has contributed to reduce the digital divide and increase opportunities for citizenship.
Maribel GutiĆ©rrez, UNDP resident representative in El Salvador, said that it is vital that governments and productive sectors take advantage of the opportunities of emerging technologies. “We have confirmed with satisfaction that El Salvador has progressed in the construction of the bases for a digital ecosystem with transformative potential for people,” he said.
Among the milestones mentioned in the diagnosis are the creation of the Higher School of Innovation and Technology (Esit), the Technological Innovation Space Innovatechthe government platform Simple SVand tools such as the Integrated Health System (SIS), online migration and foreigner passport, as well as the ISSS electronic kiosks with facial recognition to simplify the processing process of pension survival.
The report concludes that El Salvador is taking firm steps to face the challenges of connectivity and the development of its digital economy, setting solid bases for an inclusive and sustainable technological transformation.
