This was said by the executive director of the IABCH, Raina Mandjukova, at the meeting of the temporary parliamentary commission for the verification of facts and circumstances about the activities of Gleb Mishin, related to data on the possible illegal granting of Bulgarian citizenship.

She indicated that this was the period in which Todor Vanchev was the executive director of the agency, who, according to her, had not signed documents until July 15, 2022, when Mandjukova was appointed in his place. She explained that the employees of the agency accepted applications, the experts examined the documents. The document was already processed on May 10, 2022, with an opinion to approve the Bulgarian origin, Mandzukova added. On July 15, I inherited a certain number of folders and signed everything, which at that time had a positive opinion, she stated.

As Mediapool wrote, citing its sources in the investigation, “obviously” forged documents were used in more than 4,000 files for granting Bulgarian citizenship to foreigners from countries in the former Soviet Union, he learned. This “factory” for the production of Bulgarian citizens functioned without hindrance for years, although the services knew about it.

“This is a potential channel for the infiltration of people from Russia’s intelligence services in Europe,” commented in February the co-chairman of “We continue the change – Democratic Bulgaria” Atanas Atanasov, who was the first to raise the alarm about the case.

The next document is about the relationship between Anatoly Mihaylov and Gleb Mishin – the marriage certificate, which states that after the marriage, the spouses take the surname Mishin, Mandjukova pointed out and added that the documents are based on old Soviet models. The Agency for Bulgarians Abroad currently certifies Bulgarian origin only and only for the acquisition of long-term and permanent residence on the basis of the Law on Foreigners in the Republic of Bulgaria, said Raina Mandjukova. The Law on Bulgarian Citizenship says up to the third generation, she added.

If the person has a document in which one of his parents is Bulgarian, then the Migration Directorate does not require a certificate. She explained that if the person who is Bulgarian is a grandmother or grandfather, then the Migration Directorate issues a letter to the Agency. The person comes to us, submits a file, we require a declaration for a survey in which we collect the necessary data about the ascending Bulgarians, a notarized declaration of Bulgarian self-awareness and the relevant documents that prove the connection with the ascending Bulgarians, explained Majhukova.

She stated that the original documents remain with the Agency until the certification, refusal or termination procedure is completed.
