In a tense political context marked by the rise of street disputes, the President of the Republic, Andry Rajoelina appointed a new Prime Minister yesterday. General of Division Ruphin Fortunat Dimbisoa Zafisambo succeeds Christian Ntsay, dismissed on September 28 after seven years at the head of the government.
Originally from Farafangana, General Zafisambo Ruphin is not an unknown in the circles of power. Former Director of the Civil Cabinet, then recently director of the military cabinet of the former Prime Minister Christian Ntsay, he inherits a high-risk function in a social and political climate under tension.
During the presentation ceremony yesterday in Iavoloha, Andry Rajoelina clearly defined the mission of his new head of government, in particular to restore public order and appease the street. Also silence the disputes will therefore be the responsibility of the new Prime Minister. Moreover, the head of state has drawn up a painting concerning the consequences of the crisis that has shaken the country since its breakdown on September 25. “Two thousand jobs have been lost, and damages are two hundred billion ariary,” he said, also evoking “massive cancellations of tourist reservations” due to instability.
In addition to the restoration of the order, General Zafisambo Ruphin will have the heavy task of forming a government capable of responding to economic and social emergencies. He will also have to plan the recovery measures to put the country back on the rails. Andry Rajoelina concluded his speech by reaffirming the guideline of his power. “We are going to fight more against corruption, and ensure that the aspirations of the population are really carried out”.
The appointment of a military to the Prime Minister’s Office marks a turning point in the strategy of the Head of State, that of an executive of firmness in the face of protest, but also of a promise of economic recovery in a context of prolonged crisis.
