Fuerza Popular seeks to implement a new pension system

Economic experts warn that the multiparty ruling is unviable in practice. Furthermore, they point out that diverting part of the tax revenue towards this alternative pension system would have serious repercussions on public finances.

Congress continues to debate possible reforms to the pension system in search of ensuring a dignified retirement for citizens. The Economy Commission was scheduled to discuss last Thursday a cumulative opinion that addressed various proposals, including a so-called Consumption Pension. However, the lack of a quorum and the absence of the Minister of Economy, José Arista, prevented the discussion.

The Consumption Pension project, presented by Fuerza Popular and other groups, proposes allocating 1% of the value of purchases made with an electronic ticket to the pension system. This contribution would be assumed by the State through a reduction in the collection of the General Sales Tax (IGV). This without affecting the buyer or the seller.

What do the specialists think?

Experts consulted by the newspaper La República expressed reservations about the viability of this proposal. They warn that it could negatively impact the already weakened tax collection, generating more problems than solutions. The initiative, according to specialists, would not guarantee sufficient contributions to create adequate pension funds.

Challenges and concerns

Among the concerns raised is the complexity of implementing the proposal in a context of high informality. The obligation to issue electronic tickets could be an obstacle, since many informal businesses do not comply with this practice.

Likewise, the effectiveness of the measure is questioned given that some essential products are not taxed with VAT, which would limit the contribution to pension funds.

On the other hand, it is proposed that the state administration of these new pension funds could generate additional complications, as it is once again linked to tax collection.

Divided opinions

The proposal has generated mixed opinions among citizens. Some express doubts about the effectiveness of the system, pointing out that the 1% contribution of purchases could be insufficient to guarantee a decent pension.

Other citizens mention the lack of universality in the issuance of electronic tickets, which would make the effective collection of pension funds difficult.
