Former Chairman of Bac Ninh Nguyen Tu Quynh received a birthday gift of 1 billion VND from AIC

First, after winning the bid, Song Hong Company gave 6 billion VND to Tran Van Tuynh, former Director of the Provincial Medical Construction Project Management Board (Management Board). In 2013, Tuynh went to meet Mr. Quynh in his office, but at that time Tuynh was the “younger brother of the Provincial Party Secretary”, so Mr. Quynh was shy and refused to accept.

From 2015 to 2017, on holidays, Tet, and anniversaries, Tuynh always came to see Mr. Quynh at his office to thank him and give him gifts; usually gift bags containing bottles of wine, boxes of tea with envelopes containing money, each time giving 200 million VND, totaling 1 billion VND.

In addition, after AIC and companies in the ecosystem won bids for projects in Bac Ninh province, from 2013 to 2019, on holidays, Tet, and anniversaries, Ms. Nguyen Thi Thanh Nhan went to Mr. Quynh’s office at the Provincial People’s Committee to thank him and give him money from 300 million to 2 billion VND, a total of 9.1 billion VND.

The first time was at the end of 2013, Ms. Nhan came to see Mr. Quynh at his office and gave him a gift bag containing 300 million VND; the second time was on Lunar New Year 2014, she gave him a gift bag containing 300 million VND; the third time was on Tet 2015, she gave him 1 billion VND. On his birthday in 2018, Mr. Quynh also received a gift of 1 billion VND from Ms. Nhan.

According to the investigation agency, Mr. Nguyen Tu Quynh was aware that Nguyen Thi Thanh Nhan and Tran Van Tuynh gave him a total of 10.1 billion VND, which was an illegal benefit. In particular, Mr. Quynh received 1 billion VND from Nhan and 1 billion VND from Tuynh as a thank you after he signed the procedures to request government capital for 6 projects at district hospitals; agreed to divide and create conditions for the AIC and Song Hong companies to win the bid, which was against the regulations.

Mr. Quynh is currently being prosecuted under Clause 4, Article 354 of the Penal Code with a sentence of 20 years in prison, life imprisonment or death penalty. However, this defendant is recognized for mitigating circumstances including voluntarily recovering 10.1 billion VND of illegal profits; having achievements in work, so the investigation team requested “consideration when sentencing”.
