Defendant Tuynh agreed, but later, Ms. Nhan AIC also contacted him with similar content. Knowing that Ms. Nhan had connections with leaders of Bac Ninh province and the Central Government, Tuynh reported this to Mr. Son.
The two sides then agreed “to avoid collisions”, Song Hong Company will carry out 3 packages at hospitals in Yen Phong, Tien Du, Que Vo districts (districts north of Duong River) and AIC Company will carry out 3 packages in Gia Binh, Thuan Thanh, Luong Tai (south of Duong River).
According to the investigation conclusion, the defendants violated regulations, used blue teams to bid, raised prices… Up to now, all 6 bid packages have been handed over and caused a loss of 48 billion VND to the budget.
During this process, the leaders of Song Hong Company, Mr. Dang Tien Phong and the defendant Le Tuan Hung, gave Tran Van Tuynh a bribe of 6 billion VND. The defendant Tuynh gave each Secretary Nguyen Nhan Chien and Chairman Nguyen Tu Quynh 1 billion VND; and gave gifts to Vice Chairman Nguyen Tien Nhuong many times, totaling 300 million VND.
In addition, Ms. Nguyen Thi Thanh Nhan also gave bribes to the above leaders. Defendant Nguyen Nhan Chien stated that from 2014 until his retirement in 2020, he received gifts from the woman on holidays.
In total, Ms. Nhan went to Mr. Chien’s office at the headquarters of the People’s Committee and the Bac Ninh Provincial Party Committee 13 times, each time giving from 500 million to 3 billion VND; the total was 13 billion VND. The investigation agency therefore accused Mr. Chien of receiving a bribe of 14 billion VND from the money of AIC Company and Song Hong Company.
The former Secretary of Bac Ninh said he had spent 4 billion VND, and Mr. Chien voluntarily submitted the remaining 10 billion VND to the investigation agency to remedy the consequences.
Meanwhile, Mr. Nguyen Tu Quynh, in his role as Vice Chairman and then Chairman of the People’s Committee of Bac Ninh province, also received bribes from Nguyen Thi Thanh Nhan and Song Hong Company many times, totaling 8.1 billion VND. Mr. Quynh stated that he spent all of this money for personal use.
