Fight against major endemic diseases with reinforcement from the Global Fund until 2024

Over the next three years, from 2021 to 2024, the Ministry of Health Angola will allocate grants from the Global Fund, for the fight against HIV/AIDS, Tuberculosis and Malaria, in an amount totaling 82.6 million dollars, representing a 56% increase compared to the current allocation of 52.8 million dollars.

The allocation was announced this Tuesday morning (30) during a Videoconference meeting between Luanda and Geneva, Switzerland, where the Global Fund Secretariat is based. This amount will be available to Angola following the submission of a funding request to be developed by the National Coordination Mechanism (MCN) in the coming months.

The financing comes after the presentation of progress on the Roadmap for Access to the Allocation Letter, made by the Minister of Health, Sílvia Lutucuta, signed during a high-level Global Fund mission in Angola in January 2020. The Roadmap contains a series of measures towards strengthening the partnership between the Global Fund and the Government of Angola, including reimbursement of ineligible expenses, improving the performance of the National Coordination Mechanism, and presenting a report on
the co-financing commitments assumed by the Government of Angola.

The Global Fund’s Head of Grants Management, Mark Edington, confirmed the Global Fund’s satisfaction with Angola’s progress in implementing the Roadmap’s key reforms,
announcing that, “This Allocation Letter marks a new beginning for the partnership between the Global Fund and Angola, and will make an important contribution to the Government of Angola’s investment in
fight against the three diseases”

By September 30 of this year, the MCN must submit a funding request to the Global Fund that will be developed through a transparent and inclusive dialogue process
between various stakeholders in Angola.

In accordance with the guidance provided in the Allocation Letter released by the Global Fund, the three-year funding allocation will follow
a targeted subnational approach, financing a comprehensive service package for the three diseases and related activities to strengthen local health systems in a number of provinces.

The Global Fund partnership mobilizes and invests more than $4 billion a year to support programs managed by local experts in more than 100 countries. The Global Fund has disbursed more than US$280 million to Angola since 2003 to support the fight against HIV/AIDS, Tuberculosis, Malaria and to strengthen local health systems.

Additional funding of US$2.1 million was also recently approved to support Angola’s response to the Covid-19 pandemic, for the purchase of tests and personal protective equipment for health professionals.
