The Sirajganj Bisik Industrial Park project on the banks of the Yamuna river is expected to be completed this month. It is also concluded in the project document. But the reality is different. Although the work is over on paper, it is actually going on. However, project director (PD) Zafar Bayezid says that all the work will be completed this month.
It is known that this four-year project has been extended for 13 years and has not been completed. Later, on September 12, the Executive Committee of the National Economic Council (ECNEC) decided to extend the period up to June by one year as a rough project in the seventh phase. However, the construction cost of this project has increased by 340 crore 21 lakh taka. However, due to delay in land acquisition, contractor’s negligence, covid-19 etc., the project implementation has been delayed.
On Tuesday (June 25) morning, it can be seen on the ground that the work of the industrial park project built on a 400-acre area near the banks of the Yamuna river has almost been completed, but the boundary, road, drain, lake and slab work is about 20 percent left. On the other hand, some electricity poles have been installed inside the park, but gas and water connections have not been done. Concrete blocks have been left at various places.
As seen throughout the project area, VT sand and low quality brick piles have been used for the sub-base and drains of paved roads. At the same time carpeting is done with low quality stone and bitumen. In the schedule carpeting is 75 ml but in reality there is 60 ml. In this, the locals are expressing concern about the stability of the work of the largest industrial park in the country.
According to project office sources, the project was supposed to be implemented between July 2010 and June 2014. But as it was not, the period of first amendment was extended by one year. It didn’t end there either. At this stage, the period is extended for another year without increasing the cost. Then the second amendment period was extended by one year. The third amendment also extended the term by one more year. Later, the period was extended for another two years separately in two phases without increasing the cost again.
As this did not end, the period was extended by one year without increasing the cost for the seventh time. However, conditions have been given for the extension of this period. It is said that the implementation of the project should be completed by June. Otherwise it will be declared terminated as is.
The original sanctioned cost of this project was Tk 378 crore 92 lakh. After that, during the first revision of the project under full government funding, 111 crores were increased to 489 crores and 96 lakhs. In the second amendment, the total expenditure was increased by Tk 138 crore 10 lakh to Tk 628 crore 10 lakh. Later, during the third amendment, the total expenditure was increased to Tk 911.1 million and the total expenditure was Tk 719.21 million.
After the construction of the project, 829 industrial plots will be created and 570 industries will be established. It will create employment for about one lakh people.
Sirajganj Bisik Industrial Park Project Technical Officer Mohidul Hasan told Jago News that seven contractors are working on the project. However, even though some work has been left out, the end has been shown on the 27th of this month. The documents of which have been sent to the ministry at the beginning of the month.
Ariful Islam, site manager of BDEL and M/s Arafat Construction of Dhaka for road and drain construction work, told Jago News that we are only working on drain and road construction. So far 80 percent of these two works have been completed. It will take more time to do the rest.

Zafar Bayezid, Assistant General Manager of Sirajganj BSIC Industrial City and Project Director (PD) of BSIC Industrial Park, told Jago News that I cannot say how much of the project has been completed. But in any case, the work should be completed this month. A proposal has been sent to the Ministry for the official inauguration by publishing the notification of plot allocation of the project between 20th and 27th of next month. I hope it will be done.
Bangladesh Small and Cottage Industries Corporation (BSIC) Extension Department General Manager Akhil Ranjan Tarafdar told Jago News that the project work should be completed this month. It is still under development. But once the plot allocation starts, the revenue will come to the sector.
In this regard, Chairman of Bangladesh Small and Cottage Industries Corporation (BSIC) Sanjay Kumar Bhowmik told Jago News over the phone that the Sirajganj Industrial Park project expired in June. If the project cannot be completed now, it will be declared completed as is. But there is no opportunity to take the bill without finishing the work.
