Electronic contracting system promises to reduce public expenses

APublic expenditure could be reduced by 30 percent per year in terms of costs, with the launch of the electronic public procurement portal, the process of which will cover all budgetary units in the country, until September 2019.

The online system available to national and foreign suppliers, launched by the Ministry of Finance, through the National Public Procurement Service (SNCP), has tools that allow competitors to access the information and procedures necessary to compete in certain public tenders.

The next sectors to be included in this system will be those of the Ministries of Construction and Public Works and Energy and Water, taking into account the volume of acquisitions, according to the National Director of Public Procurement, Rosaria Filipe.

“We are taking care of the issue of expansion in other ministerial departments, taking into account the complexity of the telecommunications infrastructure itself”said Rosaria Filipe.

For the pilot phase, suppliers, whether national or foreign, can now compete to provide public services to the Ministry of Health, specifically to the Lucrécia Paim Maternity Hospital, the National Institute for the Fight Against AIDS, the David Bernardino Pediatric Hospital and the national directorates of Public Procurement and Heritage, the latter attached to the Ministry of Finance.

The platform developed by technicians from the Public Finance Information and Communication Technologies Service (SETIC-FP) presents a high degree of interoperability with the State’s Integrated Financial Management System (SIGFE), the Public Contracting Portal (www.contratacaopublica. minfin.gv.ao ) and the Supplier Portal (www.fornecedores.minfin.gv.ao), which aim to ensure greater control over expenditure, encourage transparency, standardize processes, improve efficiency and contribute to obtaining savings for the State.

For the Minister of Health, Silva Lutucuta, who attended the launch, said that the platform will allow the improvement of service provision, especially from the perspective of expenses.
