Animal welfare package brings better protection for pets

Vienna (OTS) The long-negotiated pet package was introduced in parliament today. Among other things, it contains effective rules for enforcing the ban on cruel breeding and, for example, an obligation to provide proof of expertise for dog ownership.

“The ban on cruel breeding can now finally be effectively implemented. Anyone who knowingly or negligently breeds sick animals in the future will be held accountable. A scientific commission will examine breeding programs to avoid cruel breeding. Breeds that are particularly affected by symptoms of cruel breeding can also be completely excluded from breeding. In this way, we are putting the health and well-being of the animals at the forefront in breeding,” says the Green Party’s animal welfare spokeswoman, Faika El-Nagashi.

The decision was preceded by long negotiations with strong opposition from the breeding associations. In addition to the tightening of cruel breeding regulations, a mandatory proof of expertise for keeping dogs, amphibians, reptiles and parrots will be established. The pet database will be expanded and in the future, breeders of dogs with more than two litters or cats with more than three litters per year will need a permit from the authorities.

“Anyone who keeps an animal has a responsibility. With the mandatory proof of expertise for keeping dogs, parrots, amphibians and reptiles, we are putting the needs and requirements of animals at the centre. This prevents spontaneous purchases and false ideas about living with an animal. This also means fewer animals ending up in animal shelters or being abandoned,” says El-Nagashi.
