The mayor of Rio de Janeiro, Eduardo Paes (PSD), he vetoed the article that allowed the opening of clubs and shooting ranges in the city. The authorization was contained in the art Main floorsanctioned this Wednesday (18th) with vetoes.
The article provided for the installation of clubs throughout the municipal territory, except industrial, environmental conservation, residential and favela regions.
The city of Rio there is no specific legislation about shooting clubs. Open spaces are regulations based on flexible rules during the government of Jair Bolsonaro (PL) and which attempted, through the Master Plan, to remain within the limits of the law.
Author of the amendment, the councilor Vittorio Ugo (MDB), said so will try to overturn Paes’ veto when legislative activities resume in February. The article was approved by the Rio de Janeiro City Council in December 2023.
More vetoes
In addition to releasing the shooting clubs, the mayor of Rio also vetoed another 77 devices approved by the councilors.
From now on the legislative branch will analyze the vetoes again after the end of the parliamentary recess. Vetoes can be rejected with the approval of an absolute majority of the members of the House, i.e. 26 votes. If this happened, the previously vetoed section would be validated.
Rio Master Plan
The Master Plan lasted approx two years to be approved, which happened in December last year. The law was published this Wednesday in the Official Journal (17).
The Master Plan is a instrument provided for in the framework of the Federal Constitution and the City Statute (Federal Law No. 10.257/2001) and it must be updated periodicallywith the aim of adapt to the new dynamics of the city and its inhabitants. The established review period is a maximum of ten years.
