Economic Council proposes unemployment benefit

The Economic and Social Council (CES) intends to define a policy for unemployment benefits for people who contributed at least 12 months to Social Security and lost their jobs, as well as for young students.

The intention is contained in a set of proposals listed by the CES to be submitted, in the coming days, to the President of the Republic, João Lourenço, with a view to alleviating the suffering of these social groups, giving them purchasing power, improving their socio-economic conditions. economic and quality of life.

To ensure the reliability of the process and destination of resources, biometric control and the database of the National Institute of Social Security (INSS) and Identification of the Ministry of Youth will be used at employment centers, in the specific case of citizens who ended up unemployed, initially.

According to the “Memorandum of Proposals of the Economic and Social Council”, to which Angop had access this Thursday (1st), students benefiting from this allowance (unspecified academic degree) will also be controlled through a commitment binding the Ministry of Education and educational institutions.

The CES document also proposes a reduction in the Social Contribution Rate of companies that demonstrate cooperation in hiring young people for their first job and in offering paid professional internships, even if insignificant, based on a ratio between active employees and internships per year.

With this, the aim is to accelerate the job creation process in the country, the rate of which stood (in the third quarter of 2020) at 59.7 percent, corresponding to 20.1 million people aged 15 or over, according to data from INE.

In the aforementioned period last year, the unemployed population was estimated at 5.2 million people aged 15 or over (34%), tending to increase mainly due, among other factors, to the Covid-19 pandemic, according to the “Quick Information Sheet of the Employment Survey in Angola dated October 31, 2020.

The “quantification of the need to create new production units or companies and the respective sectors and regions of implementation to respond to a determined number of new jobs” is also included in the actions defined in the “CES Memorandum of Proposals”, which today it was analyzed by that team and members of the Executive.

The Memorandum contains more than 100 transversal proposals, summarized in eight themes, essentially aiming at macroeconomic stability, the country’s development, infrastructural growth, the fight against unemployment and hunger, social inclusion and the well-being of the population.

The Economic and Social Council (CES) of the Republic of Angola is a consultative body for the holder of the Executive Branch, created in September 2020, and coordinated by Ismael Gaspar Martins.
