A meeting of foreign policy advisers of the presidents of the member states of the Organization of Turkish States was convened in Almaty. What did the Turkish-Azerbaijani-Uzbek consultations in Almaty revolve around? Common approaches were not recorded. Did the three countries have to start “separate discussions” or did this attitude precede the meeting in the format of the TPC? Lately, the Russian side has been making harsh criticisms towards Kazakhstan. President Tokaev is credited with a policy of “imitating the Singaporean experience”, which means that he is “under Western influence”.

In the internal life of the country, Tokayev formally overcame the legacy of Nursultan-aka. That leaves him somewhat out of the “authoritarian club”. Apparently, there is also competition with Uzbekistan to be the “axis” of Central Asia. It seems that dialogue with Tokayev is not “comfortable” for Aliyev. The president of Kazakhstan has pronounced reformist approaches, which probably also complicates his relations with the presidents of Turkey and Russia.

Almaty hosted the foreign ministers of Armenia and Azerbaijan. And although the Russian Foreign Ministry welcomed the meeting, Moscow continues to insist that the border demarcation and regulation of relations between Armenia and Azerbaijan should take place with its advisory support and “on the basis of the agreements reached” between the leaders of Russia, Armenia and Azerbaijan.

Has the assistant of the Azerbaijani president discussed the Armenian-Azerbaijani settlement with his Turkish and Uzbek counterparts? And why didn’t he have a separate meeting with the representative of the President of Kazakhstan? Can it be assumed that Almaty will no longer be a platform for the Armenian-Azerbaijani ministerial meeting? Is Kazakhstan no longer Azerbaijan’s Turkish brother? Does the symbolism of Almaty repel Aliyev?
