Disability Certification law approved for greater inclusion

The Congress of the Republic approved the Disability Certification Law. This new regulation, represented by Decree 6-2024, marks an important step towards the inclusion and recognition of the rights of people with disabilities in the country.

During an ordinary session, the thirteenth Session of Congress, chaired by Congressman Nery Ramos y Ramos, achieved 130 votes in favor for the approval of this law. “This legislative act reflects a firm and concrete commitment to support and care for people with disabilities in Guatemala,” said the president of the Legislative Body.

About the Disability Certification Law

The new Disability Certification Law establishes the creation of the National Biopsychosocial Certification System for People with Disabilities. Its main objective is to guarantee that people with disabilities can fully access State policies, programs and services, thus promoting their comprehensive development and inclusion in society.

To obtain disability certification, interested persons will be evaluated by a designated Evaluation Board, which will carry out the necessary studies and analysis. Once the disability has been determined, the Ministry of Public Health will be in charge of registering the person and issuing the corresponding certificate free of charge.

In addition, it is established that the information obtained during the certification process may be included in the Personal Identification Document (DPI) or in the birth registration of the person, if authorized. The Ministry of Health has a period of six months to implement this procedure from the entry into force of the law.

The National Council for the Care of People with Disabilities (Conadi) will play a fundamental role as the coordinating entity and promoter of the System. The approval of this initiative was received with enthusiasm by the members of the institution, who highlighted its importance for the inclusion and recognition of people with disabilities in Guatemala.

In addition to this important legislation, the new deputies of the 10th Legislature are demonstrating their commitment to inclusion through concrete actions, such as installing ramps in Congress and hiring interpreters for people with hearing disabilities.
