Digital technology to strengthen youth empowerment

In Madagascar, where nearly 500,000 young people enter the job market each year, the D-CLIC program of the International Organization of La Francophonie (OIF) focuses on the development of digital skills to improve employability and encourage youth entrepreneurship.

Faced with the low rate of youth entrepreneurship, estimated at only 2%, the OIF, in collaboration with the Malagasy State, is strengthening its commitment through the D-CLIC program. The recent inauguration of a new space at HQ Tanora Ankorondrano marks an important step in this approach to sustainable support for youth, recalled Traian-Laurentiu Hristea, representative of the OIF in Madagascar, during an official ceremony held on December 22, 2025 at HQ Tanora Ankorondrano.

This D-CLIC center complements existing systems by offering young people a modern, open and accessible workspace, equipped with suitable digital resources. It aims to encourage the creation and development of innovative projects, with the main objective of empowering young people.

Testimonies collected at Tanora HQ confirm the impact of the program. Aïcha, a computer science student, says that the web development training she followed there allowed her to create several websites and strengthen her professional skills.

In his speech, the Minister of Youth and Sports, Alain Désiré Rasambany, stressed that digital technology now concerns all sectors, from education to entrepreneurship, and that national policy places youth at the heart of development. “Young Malagasy people are called upon to become key players in the digital transformation and development of the country”he clarified.

Thanks to the D-CLIC program, many young people have already benefited from digital training allowing them to develop their activities. The project is aimed at young people aged 18 to 35, with a baccalaureate, and offers free training in digital marketing as well as web and mobile development in several regions of the country. During the ceremony on December 22, the OIF also donated the latest generation of computer equipment, increased support compared to a previous endowment, which enabled the establishment of the computer center. This new contribution aims to support the most promising projects carried out by young beneficiaries.
