Deputy director directed to erase traces, declared victim was struck by lightning

After a mine explosion occurred at a hydroelectric tunnel that killed and injured two workers, Dan ordered his subordinates to erase traces of the scene and claimed the victim was struck by lightning.

The Investigation Police Agency of Lai Chau Provincial Police has just issued a decision to prosecute and arrest Ta Quoc Dan (born in 1965, residing in Phu Cat commune, Quoc Oai district, Hanoi) and Ha Dinh Tuyen (born in 2000, residing in Hoa Mac commune, Van Ban district, Lao Cai) for the act of “Violating regulations on the management of weapons, explosives, and supporting tools”.

After approval by Lai Chau Provincial People’s Procuracy, the Investigation Police Agency executed the above procedural decisions according to regulations.

According to the investigation results, the Nam Cau Hydropower Project is invested by Bao Khang Energy Company, implemented in Bum To Commune (Muong Te District). The project has 5 tunnel sections, the place where the accident occurred is tunnel section 3, constructed by Duy Thanh Company Limited.

The director of this company appointed and assigned Ta Quoc Dan as deputy director, directly in charge of the construction site of the hydroelectric project.

During the direction process at the construction site, Dan often asked Ha Dinh Tuyen, the explosives warehouse keeper, to illegally supply explosives to workers.

On August 9, Dan directed Tuyen to provide 144 kg of explosives and 120 detonators to a group of workers without blasting passports to construct tunnels 2 and 3 of the Nam Cau hydropower project, leading to an incident that killed and injured 2 workers.

Notably, for a long time, the group of workers used tons of explosives to construct the tunnel but there was no commander to detonate the mines.

After the incident, Dan directed his subordinates to erase traces of the scene, change the clothes of the deceased worker, and told the workers to declare that the victim was struck by lightning when questioned by the police.

At the same time, Dan also directed the falsification of mine blasting records, documents to avoid responsibility, and additional mine blasting passports… to deal with the authorities, causing difficulties in the investigation process.

Previously, on the afternoon of August 12, the Investigation Police Agency of Lai Chau Provincial Police issued a decision to prosecute the criminal case of “Violating regulations on the management of weapons, explosives, and support tools” occurring at the Nam Cau hydropower tunnel construction site.

The Investigation Police Agency of Lai Chau Provincial Police is actively investigating and expanding the case, clarifying and strictly handling violating organizations and individuals according to the provisions of the law.
