According to the decision, singer Dam Vinh Hung performed artistic acts using costumes, words, sounds, images, movements, means of expression, and forms of performance that were contrary to the nation’s traditions and customs; negatively affecting morality, public health, and social psychology.

During that time, the singer used costumes and had accessories attached to his chest to perform in front of the audience, which violated the conclusion of the art council of the Department of Culture and Sports of Ho Chi Minh City on June 12.
These violations are specified in Point b, Clause 5, Article 11, Decree No. 38/2021/ND-CP of the Government regulating administrative sanctions for violations in the fields of culture and advertising.
