Construction is finally prohibited in the strip 500 meters from the sea beaches of Irakli, Byala-Karadere and Koral, which eight years ago were designated as ecological, and over the years, scandals have repeatedly erupted with attempts to build on them.

This was accepted by the MPs in the second reading on Friday with a bill to amend and supplement the Law on the Black Sea Coast Development (BSC).

Proponents of the bill are Kiril Petkov from “We continue the change – Democratic Bulgaria”, Boyko Borisov from GERB-SDS and Delyan Peevski from DPS.

The restriction applies only to these sandbars, because since 2016 they have been designated as nature-friendly tourism beaches.

Expansion of Zone “A” – what is allowed and what is prohibited

The new regulations stipulate that on the territory of zone “A” – the strip 500 m from the borders of the beaches, the construction of any type of buildings and facilities, including the installation of fences, regardless of their type, shape and height, is prohibited.

It is also prohibited to place advertising and decorative materials in the area of ​​white dunes, stationary dunes with grass vegetation and wooded dunes.

In Zone “B” or the urbanized territories after the border of Zone “A”, only benches, lamps, waste containers, portable toilets, water fountains and signposts are allowed in accordance with the regulation of the Law on the Arrangement of the Black Sea Coast.

Parliament also voted to continue research related to environmental protection as well as the performance of specialized activities at existing archaeological sites. However, new excavations were banned, despite the sharp reaction of “Vazrazhdane”.

“I hope you distinguish between conservation and research (of archaeological sites),” said nationalist party leader Kostadin Kostadinov.

Lyuben Dilov from GERB-SDS also insisted that a mistake was made, which will have to be corrected later.

“We will not preserve anything anymore, but we are putting a restriction, which is extremely ridiculous to the people who deal with these things,” he added.

The fines

With the adopted regulations, the dunes will receive higher protection.

The fines for the violation of the integrity, the damage, the leveling of the white dunes, the stationary dunes with grass vegetation and the forested dunes falling within the boundaries of zone “A” and zone “B” will be from 10 to 30 thousand BGN or a property sanction of 50 up to BGN 100 thousand

In this way, the preservation of the dunes is guaranteed for the entire Black Sea coast, not only for the three beaches, and this is a big step forward, explained Kiril Petkov.

He pointed out that it is time, when we talk about tourism on the Bulgarian Black Sea coast, to talk about nature and not about cheap hotels.
