The National Congress overturned 16 of President Lula’s (PT) vetoes analyzed in 2023, recorded The globe. The rate, which corresponds to 53%, is higher than that recorded by former President Jair Bolsonaro (PL) in his first year in government, when 15 of 45 vetoes were rejected, equal to 33%.
One of the vetoes targeted by the Legislature, which will resume its activities on February 5, is the device that creates a calendar for the payment of parliamentary amendments, contained in the Law on Budgetary Guidelines (LDO), approved in December. The rule required commitment of resources within 30 days of announcement of proposals.
The PT member vetoed the measure on January 2, arguing that the article could do so “increase rigidity in financial and budgetary management and make the management of public finances more difficult”.
Another item of the LDO that can be reestablished by Congress is the list of projects that would be safe from mandatory spending contingencies in case of risk of non-compliance with the fiscal target.
In recommending the veto, the ministries of Finance and Planning stated that the device goes against the public interest as it hinders budget management and the pursuit of zero deficit in public accounts.
Congress is also working to overturn the veto that prevented at least 30% of resources from being reserved for housing programs, such as Minha Casa, Minha Vida, for cities with up to 50 thousand inhabitants, a measure considered important by parliamentarians in an election year.
Even before the end of the break, the ruralist party has already moved to reject the vetoes on the bill that changes the authorization process for agricultural pesticides in the country. The decision has sparked criticism from the Agricultural Parliamentary Front, which considers the veto an obstacle “Lack of respect towards Parliament”.
The Chamber of Deputies and the Senate will open the legislative year on February 5 with 25 vetoes awaiting resolution on the agenda, of which 12 “close the agenda”.
