Apparently, the land borders will remain closed at least until the end of the extraordinary parliamentary elections. Ilham Aliyev spoke about “external threats”, which means that surveillance will be strengthened during the elections. According to some reports, in Baku and other cities, the police and security services employees are “urging the Markians not to go out in groups”.
In such a situation, on June 6, the President of Azerbaijan signed an order “On engaging foreign and stateless high-income persons to work in Azerbaijan.”
It is recommended to develop a campaign, create an electronic platform. The Ministry of Foreign Affairs should “broadly promote the program” abroad through diplomatic missions.
What kind of “brains” are we talking about? No details are given. The government must decide which candidate meets the requirements for a highly qualified professional.
For an authoritarian country like Azerbaijan, where the fight against the influence of the outside world has the character of a systemic state policy, this order of Aliyev is highly unusual, especially since an actual invitation is made to stateless persons as well. Such liberalization is possible only in one case. if there is a project of paramount importance, the economic-military-political significance of its implementation is much greater than the internal political danger of the presence of foreign minds.
What is Aliyev planning? So far, three economic projects are known from open source information. The first is the construction of wind and solar power plants in Absheron by the United Arab Emirates. If the program is implemented, Azerbaijan will save 500 million cubic meters of natural gas per year and increase the volume of exports. The second is the organization of fertilizer production with Belarusian investments and Belarusian technologies, the third is the creation of a petrochemical “industrial park of regional importance” in Sumgait together with Tatarstan.
It is not excluded that Azerbaijan also has or will create a joint production plan with other countries to develop the military-industrial complex. For the implementation of the mentioned programs, Baku certainly needs highly qualified specialists, but can’t Belarus, Tatarstan and the United Arab Emirates handle issues related to specialists without an Azerbaijani “brain window”?
It is very likely that this order was issued in order to legalize the presence of specialists already working in Azerbaijan and to bring them under “reliable protection”. But that is an internal matter. It is important to guess what programs of regional and even geopolitical significance are being developed in Azerbaijan, the implementation of which will undoubtedly contribute to increasing the regional prestige of Baku. At the economic conference in St. Petersburg, the Russian president threatened that in response to arming Ukraine, Moscow could provide military technologies of other countries. And if one of the “other countries” is Azerbaijan?
