Chile Vamos and Democrats call to “expand” functions of Cosena

In a joint statement, the parties of Chile Vamos and Democrats call for an expansion of integration and the continuity of the functions of the National Security Council (Cosena). This arises after the recent meeting called by President Gabriel Boric on February 5.

At the beginning of this month, the President asked Cosena for opinions on the Critical Infrastructure Law project, with the objective that the Armed Forces (FFAA) protect “in exceptional circumstances” facilities that provide essential services. In that instance, President Boric announced “concrete measures” to fight crime. “We are not going to allow organized crime to consolidate in our country,” declared the Head of State.

It is worth mentioning that, in the session of February 5, there was agreement on the inconvenience of applying a State of Exception in urban areas. The suggested path would be to establish security perimeters, for which the Armed Forces need clear rules on the use of force.

Chile Vamos emphasizes that Cosena, created and modified by the 2005 constitutional reform, has traditionally been considered a response to critical situations, limited in time and focused on national security. However, given the current security crisis, they affirm, it is imperative that this body formally incorporates the Public Ministry and the Investigative Police (PDI), granting them continuity in their role of strategic evaluation and coordination of institutional initiatives in matters of security.

Right-wing parties and Democrats call on all political sectors to quickly commit to making the necessary constitutional and legislative adjustments to address this task.

In addition to the “update” of Cosena, they highlight the importance of reviewing the Intelligence System, the Critical Infrastructure and the Rules for the Use of Force (RUF), the latter being essential preconditions to have the support of the Armed Forces in these tasks.

Regarding budget allocation, they consider it essential to agree on reassignments that allow strengthening the civil service career of Carabineros de Chile during the next five years. Likewise, they propose to effectively increase the staff and capabilities of the bodies in charge and collaborators in the control of internal and external security, as well as in border, maritime, financial and customs surveillance. This is proposed as a decisive measure to confront the current security crisis that the country is going through.
