However, this is far from the only thing that has been found. He assures that it has been evident that The UNGRD had been “managed without sufficient care”: hirings very close to the previous director, a reconstruction of Mocoa practically stopped, shelters for the Galeras volcano that were never delivered and in which close to a million dollars could have been committed, among others.
In this sense, he states that his main objective at this moment, beyond the prompt response to natural emergencies in the country, is to build a work team that does not mix the profit motive with the mission of the entity. This includes a complete rejection of clientelism and a purification of these practices in the entity. A process called “retake”.
“There will be zero tolerance with ties in this direction, these are public resources and if they want to hire friends, special friends, cousins of politicians, then they should look for another entity,” says the director of the UNGRD.
Corruption in Mocoa and Nariño?
One of the worst cases that Carlos Carrillo claims to have encountered inside the Risk Unit is that of the reconstruction of Mocoa, after the avalanche that devastated a large part of the municipality in 2017. Crisis after which, during the government of Iván Duque, its reconstruction and due attention to the victims were promised.
However, Carrillo assured that at this moment “there is nothing or practically nothing.” Mainly, it refers to a housing project called Sauces II, which should have delivered 908 houses, would have only delivered 12. The director describes this situation as a mockery of the community, without noting that close to 25 billion pesos could be compromised.
“They said there was a manager for Mocoa and what there isn’t is a real answer. There is a community that has been re-victimized, of which the State has made fun,” Carrillo asserted.
