The data collected during the General Census of Population, Housing, Agriculture and Livestock (RGPHAE) will help support development projects while taking into account the needs of the population.
The government of Burundi through the National Institute of Statistics of Burundi (INSBU) has organized a General Census of Population, Housing, Agriculture and Livestock (RGPHAE) campaign to make available to actual or potential users official statistical data for planning, monitoring and evaluation, research and teaching, business purposes. The overall cost of this census is estimated at 75 billion BIF. The main census is scheduled to be carried out from August 11 to September 9, 2024.
Preparations are well underway
For the smooth running of the RGPHAE, certain steps were carried out, mainly census mapping. This is a crucial step for an accurate and exhaustive census of the population. Thus, bodies, namely: the National Census Orientation Committee (CNOR); the Central Census Office (BCR), the Census Technical Committee (CTR) and the Provincial and Municipal Census Committees (CPR and CCR) were set up.
However, the Central Census Bureau (BCR) deployed 723 people composed of 21 supervisors, 21 ICT assistants, 116 team leaders and 565 field cartographers. Their mission was to list all inhabited sites, to delimit and divide the enumeration areas, in order to cover the entire territory without omission or double counting. The recruitment notices for controllers of ICT assistants and census agents for the main enumeration of the population, housing, agriculture and livestock (RGPHAE) have been launched.
What’s new compared to previous censuses?
Established by decree no.o 100/109 of November 30, 2020, the RGPHAE is a major statistical operation combining the general census of population and housing (RGPH) with the general census of agriculture and livestock (RGAE). Unlike the last three censuses of 1979, 1990 and 2008 carried out manually, that of this year 2024 will be digitalized. « This will use modern technologies via interconnected tablets. Geo-referenced coordinates will be established, and this will facilitate the task,” he said. said Nicolas Ndayishimiye, the Director General of the National Institute of Statistics of Burundi (INSBU). Nevertheless, more than 20,000 thousand tablets have been made available to allow the proper constitution of the database.

During the official launch of the activities of this general census, the President of the Republic announced that the data collected will support development projects while taking into account the needs of the population. He added: “This census will be an opportunity to know the reality of the lives of our citizens. We will have figures, this time, that will help us know the personnel to align with the fund to fight poverty. It is also an opportunity to evaluate the economic situation of our country.”
The National Census Orientation Committee (CNOR) calls on the population to join massively, without anyone being left out of the RGPHAE in order to allow the government and its partners to have exhaustive statistical information for good decision-making in terms of design, implementation, monitoring and evaluation of Burundi’s development policies and programs.
Importance of the census in the agricultural sector in Burundi
The General Census of Agriculture and Livestock (RGAE) of Burundi is part of the implementation of the World Agricultural Census Program 2020 recommended by the Food and Agriculture Organization of the United Nations in Burundi (FAO) which covers the period 2016-2026.
The Representative of the said organization in Burundi already reveals that the RGAE will allow decision-makers and development partners to have relevant, reliable and usable information, particularly in the agricultural sector, in order to formulate policies and strategies adapted to the country and facilitate the monitoring and evaluation of socio-economic development programs. It will produce quality reference data and constitute a sampling base for various surveys in the rural sector.
