An amendment on how the height of buildings will now be determined was submitted by the Ministry of Environment and Energy to the multi-legislation on urban planning and energy provisions that is being debated in the committees of the Parliament.
After the uproar that erupted from the decisions of the 5th section of the Council of State regarding the bonuses of the building regulation and the reactions from local government representatives regarding their implementation, the Ministry of the Environment is proceeding to amend the institutional framework with provisions of a transitional nature that will apply until the completion of urban planning.

Based on the amendment, there will be a progressive restriction on the height of the buildings.
Based on the new provisions, which will have a staggered structure for a coefficient of 0.8, the additional height will not be able to exceed 2 meters, which means that an additional floor will not be able to be built.
For a coefficient from 0.8 to 1.6 the additional height will not exceed 2.5 meters and for areas with a building coefficient greater than 1.6 the permitted height will be an additional 3 meters.
For building permits issued before May 1, 2024, they are implemented using the NOK incentives as issued and revised pursuant to the provisions in force at the time of their issuance.
It is worth noting that the relevant regulation will come into force from May 1 until the end of 2025.
