2026 will be the year of the first organization of general elections in Benin: combined legislative and municipal elections then presidential election.
During the plenary on Tuesday March 5, 2024, the deputies looked at the new conditions to govern these general elections.
This is thanks to the examination of the proposed law amending the law relating to the Electoral Code in the Republic of Benin proposed by the deputy Aké NATONDÉ and strongly amended by his colleague Augustin AHOUANVOEBLA.
After intense debates, we ultimately agree that for 2026:
- The pairs of candidates for the presidential election will be sponsored by the deputies and mayors elected at the end of the combined legislative and municipal elections of 2026
- The pairs of candidates for the presidential election will be sponsored by a number of deputies and mayors corresponding to at least 15% of all deputies and mayors and coming from at least three-fifths of the legislative electoral districts
- A deputy or mayor can only sponsor a candidate who is a member of the party on whose list he was elected. However, in the event of a governance agreement concluded before the submission of candidacies for the presidential election and registered with the CENA, the deputy and the Mayor may sponsor a candidate who is a member of one of the signatory parties to the governance agreement.
- to be eligible for the allocation of seats in Parliament and in municipal and communal councils, any political party having taken part in the legislative elections or in the municipal and communal elections must collect 20% of the votes cast nationally.
- the designation of district chiefs and village chiefs will be made by the majority party resulting from the next municipal elections
- Tax clearance maintained
- the deposit also with a slight reduction for municipal elections. It will now be confirmed by a receipt from the Caisse de dépôt et de consignation (Cdc).

At the end of the plenary, the National Assembly voted by 79 votes for, 28 against and one abstention, law 2024-13 modifying and supplementing law 2019-43 of November 15, 2019 establishing the Electoral Code in the Republic of Benin.
