The Ministry of Foreign Affairs of Azerbaijan referred to the statement of the office of the Commissioner for Security and Foreign Policy of the European Union, where, perhaps, the most dangerous wording is that the responsibility for the escalation in the Inner Hand region is attributed to the “mercenaries” of the Armenian side. Moreover, their presence is connected with the “sponsorship” of the EU observation mission, which “creates a threat to Azerbaijani servicemen”.
European Parliament elections will be held in June, after which EU executive bodies will be formed. The message of Josep Borel’s office guarantees further deepening of partnership with Armenia and “strengthening” of the observation mission. One can only guess what it is about. It is known that the decisions to implement and expand the observation mission on the Armenian-Azerbaijani border were made by consensus in Brussels.
Does Aliyev have a sponsor in any EU country to question the “strengthening” of the observation mission? From the context of the statement of the Ministry of Foreign Affairs of Azerbaijan, it is understood that Baku is trying to “instill fear” in terms of the security of observers in the event of a possible military escalation. And as a “justification” he sows doubts about the ability of the Armenian side to control the border situation when he calls contract servicemen “mercenaries”.
Baku rejects the proposal to place a divider between the troops on the border. Essentially it means “the war is not over”. And the negotiations can proceed only “under the banner” situation, but “Armenia, which does not have a regular army, has engaged mercenaries, is responsible for possible escalations.” Thus, Aliyev is trying to put the concept of “legal target” into circulation, to form international receptivity around it.
Aliyev formally separated the army and the border guard forces, the command of the border guard troops distributed an official message about the situation in Inner Hand. What forces are actually standing is known, but it is probably only important for Armenia. In terms of information and propaganda, Azerbaijan is “clean” and says that “border guard forces are still standing at the unspecified border”. And the issue of the “illegitimacy” of the armed forces on the Armenian side is brought to the agenda.
After the 44-day war, Baku is using this propaganda trick for the first time. Before that, the formations guarding the new contact line in Nagorno-Karabakh were “illegal”. And the one-day military operations of September 19 “wasn’t a war” either. Officially, Baku “carried out an anti-terrorist operation of a local nature”. Why was the narrative of the “presence of mercenaries” formulated on the Armenian-Azerbaijani border?
Any definition of a diplomatic text suggests an implied policy. Is Baku planning “special operations”? Since the beginning of the year, Azerbaijan has carried out two “training exercises” of the special forces. It is obvious that under the name of border guard troops, it is this military group that stands in separate parts of the Armenian-Azerbaijani border. This is, perhaps, the reason why Azerbaijan accuses the EU observers of “telescopic spying” on behalf of Armenia.
