The ruling Awami League has taken the initiative to form a party to deal with the pressure of the 12th National Parliament elections. The joint general secretaries and organizational secretaries in charge of the department have been ordered to complete the conference of all the expired district, upazila and metropolitan, municipal Awami League and allied organizations, to complete the committees formed through the conference and to unite the party by resolving internal conflicts or disputes at the grass roots level. . This activity is planned to be completed between the month of February and the next month of March, according to several responsible sources.
According to the sources, party president Sheikh Hasina has ordered to speed up the conference of districts, upazilas and metropolitan and municipal Awami League and affiliated organizations. Despite the conference, those committees which have not been fully formed, he has ordered to complete them quickly Besides, it has been asked to settle internal conflicts or disputes.
On Friday (February 16), the top leaders of the party held a joint meeting with the president-general secretaries of the Dhaka Metropolitan North-South Branch, Dhaka District Branch and all affiliated organizations at the Awami League’s central office on Bangabandhu Avenue. Awami League General Secretary Obaidul Quader informed the party president Sheikh Hasina’s instructions to resolve the internal disputes of the party including the formation of expired committees.
Quader said that it is necessary to solve the organizational problems including overdue conferences of various branches, unfinished conferences of each associate organization, delay in the committee formation process. Departmental officials can call the leaders of all branches in Dhaka. Awami League president has ordered to start work immediately to solve problems and disputes.
According to party sources, Awami League has 78 organizational districts and 495 upazilas. In more than 30 districts and upazilas, the term of the committee has expired but the conference was not held on time. 27 districts and metros have conflicts or disputes. And 18 districts and cities have conferences, but there are no full-fledged committees.
When asked about this, Awami League’s sub-office secretary Sayem Khan told Bangla Tribune that 69 districts and more than 350 upazila Awami League conferences were held before the elections. These districts and upazilas have committees of Awami League. Full committee has not been done in 4-5 districts. The number of upazilas will be slightly higher.
Awami League Joint General Secretary AFM Bahauddin Nashim told Bangla Tribune, ‘Awami League is a big organization. Always messy. When the term of the committee expires, the conference is held. Some district, upazila, metropolitan and municipal Awami League conferences did not take place on time, some did not have a conference but the committee was not formed and some committees are incomplete. These conferences, committees have been ordered to speed up. Action is being taken accordingly.’
“The party is being reorganized from the Trinamool level,” he said, “wherever there is a problem in the Trinamool, the leaders of that place will be called to Dhaka or go to the area to solve it. This is an ongoing process. This process was closed due to the election of the 12th National Assembly. Now it has started again.’
Besides, known as the ‘vanguard’ of Awami League, Dhaka Metropolitan North and South Awami League is running with expired committees. The conference of the wards and police stations under the jurisdiction of both the committees was not given. There are complaints that due to the intervention of several influential leaders of the Awami League, there is a delay in giving the police station and ward committee, the conference of the city committee has also been postponed. As a result, the question of various levels of leaders of the city Awami League, when will they get a new leadership.
The last conference of Dhaka Metropolitan North and South Awami League was held on November 30, 2019. On that day, four people were announced as president and general secretary of both branches, but the full committee was given almost a year later, on November 19, 2020. As per rules, the conference was supposed to be held in November 2022 but it has not happened yet. Before this, Dhaka Metropolitan Awami League conference was held on December 27, 2012. Three years later it was split into two, on April 10, 2016, a separate committee.
There are 24 police stations, 75 wards, 5 unions and 400 units under Dhaka Metropolitan South Awami League. Among these, the units have been given a conference for the first time. However, despite the conference, no new committee was announced in any ward or police station. Dhaka Metropolitan North Awami League is in worse condition than South. 802 units under it, one union, 64 wards and 26 police stations held conferences, but no committee was announced anywhere.
Dhaka Metropolitan North Awami League President Sheikh Bazlur Rahman told Bangla Tribune, ‘Our metropolitan conference has already taken place. The conference of police stations has also been held. Now only the committee is left. Suggested names have also been submitted, which will be announced only after approval by the leader. I think the committee may be announced at the end of next March.
According to the constitution of the party, there is an obligation to announce a new committee within 45 days of the dissolution of the previous committee at the conference. If for some reason it is not possible, the center has to explain the reason and apply for extension of time, the leaders of the city Awami League did not do that either. Some years, some months have passed after the conference, but the committee has not been given yet. As a result, the defunct committees have been leaderless for a long time. City leaders could not say anything about when the new committee might be announced.
Incidentally, the expiring district and metropolitan conferences of Awami League in June 2023 were urged to end quickly. Also, even after the conference, the districts that did not have full committees were ordered to form committees.
