Each regime has its own plan or state program. The Malagasy people have already known the Madagascar Action Plan, the Fisandratana or even the Emergence Plan… And now here is the Program for the Implementation of the General State Policy for Refoundation, now known by the diminutive — a little long — of PMO/PGE-R.
Ambitious challenge over a short period
This 21-page document constitutes the operational translation of the General State Policy for Refoundation. It establishes the government’s road map for the next twenty-four months, thus confirming that a priori, there will be no long transition beyond the agreed two years. A relief for public opinion, which has learned, through experience, that a prolonged transition is often synonymous with economic collapse and contributes to plunging the country into a spiral of poverty.
And even if its first mission is to succeed in the political transition towards truly democratic elections, guaranteeing real stability, the Refoundation government also intends to fight against poverty with strength and determination. On the economic front, the PMO/PGE-R is banking on a recovery placed at the heart of the rebuilding process, aimed at stabilizing macroeconomic balances, supporting productive forces and restoring confidence to economic actors.
A battery of measures will be implemented to achieve this development objective that the Malagasy people have been calling for for a long time, without success so far. It remains to be hoped that, thanks to the determination displayed by the highest authorities of the State, the transitional regime will succeed in meeting this ambitious challenge in just two years.
