Alerj wants explanations about the drug bosses’ Christmas trip

The Public Security and Police Affairs Commission of the Legislative Assembly of Rio (Alerj) invited this Tuesday 2 the secretary of the Penitentiary Administration (SEAP) of Rio, Maria Rosa Lo Duca Nebel, to provide explanations on the temporary departures of prisoners in the state.

Presented by MP Márcio Gualberto (PL), president of the commission, the request was made after 253 inmates did not return to prisons in Rio de Janeiro.

Among the prisoners who have not returned to prison units, three are leaders of the largest drug trafficking faction in Rio de Janeiro.

They are: Saulo Cristiano Oliveira Dias, known as SL; Paulo Sérgio Gomes da Silva, nicknamed Bin Laden; and Davi da Conceição Carvalho, aka “DVD”. Carvalho was convicted of drug trafficking and murder and is accused of killing an army soldier in drug court.

Alerj’s interrogation

The head of SEAP, Maria Rosa Lo Duca Nebel, will have to answer 14 questions, such as which crimes were attributed to the inmates who received the benefit this year; which criminal factions they belonged to and what roles they held; and how many of them wore electronic ankle bracelets when released from prison.

No electronic ankle bracelet

The Rio Court of Justice (TJRJ) has reported that it is not determined to install electronic ankle bracelets on prisoners benefiting from temporary releases from Natal.

According to the court, the “The State does not have the facilities in prisons to promptly install the equipment” in short seven-day periods, such as Christmas, and other special dates, such as Mother’s Day.

Also according to TJRJ, the installation of ankle bracelets occurs outside of prisons, making the process impractical in short periods of temporary release.

The Criminal Executions Court (VEP) in Rio de Janeiro has already issued almost all arrest warrants for prisoners who have not returned to prison and are considered fugitives.
