Dear compatriots, during the past period, Kuwait went through difficult times that had repercussions at all levels, which created a negative reality. We, as those entrusted with this country and its loyal people, must provide advice after advice and guidance after guidance in order to emerge from these circumstances with the least possible losses, but unfortunately we faced… There are difficulties and obstacles that cannot be imagined or endured, and some people strived hard to close every port through which we tried to enter in order to overcome our bitter reality, which leaves us no room to hesitate or slow down to make the difficult decision to save this country, secure its highest interests, and preserve the capabilities of the loyal people who deserve all appreciation and respect.
The honorable people of my country, democracy of government as a way of life and work imposes a broad degree of organization of public authorities and the distribution of their roles within a clear vision that achieves its goal. This vision imposes many controls on the legislative and executive authorities to ensure their adherence to its provisions. They are peremptory controls that cannot be changed or escaped from, and no party or authority can turn away from them, criticize them from its parties, or seek to break away from them. Rather, they remain in force to impose the word of the Constitution on those who are addressed by it, and for its rules to be a refuge for every authority, a control over its movement and actions regardless of their differences, and a basis for its directives.
During previous periods, and even a few days ago, we have witnessed behavior and actions that were contrary to established constitutional facts. There are those who threatened and vowed to submit an interrogation just so that one of the ministers would return to his portfolio. Another objected to the nomination of others, forgetting, ignorantly or intentionally, that choosing the prime minister and its members is a purely constitutional right for the head of state, and no one may storm its walls, approach its borders, or interfere within its folds. Rather, the persistence has reached limits that cannot be accepted or tolerated because it constitutes a demolition of constitutional values and a waste of the democratic principles that we have all accepted as a way to achieve the public interest. We find, with great regret, some whose persistence reaches the point of interfering in the heart of the Emir’s powers and interfering in his choice of his crown prince, forgetting that this A clear, clear and clear constitutional right for the Emir. Whenever the Emir recommends one of them for the position of crown prince, the role of the other authorities comes as the Constitution has designated their jurisdiction, and not before that in any case.”

Dear people of Kuwait,
The unhealthy atmosphere that Kuwait experienced in previous years encouraged the spread of corruption to reach most of the state’s facilities, and it even reached the security and economic institutions, unfortunately, and even affected the justice facility, which is the refuge for people to preserve their rights and freedoms, so that it will always remain a beacon of light, a protector of rights, and a guardian of freedoms. We are absolutely certain that the judiciary is capable, God Almighty willing, of purifying itself at the hands of its loyal men, and that God Almighty will grant them success in this noble mission.
Everyone must know that no one is above the law. Whoever unlawfully obtains public funds will be punished, regardless of his position or capacity. I will never allow democracy to be exploited to destroy the state because the interests of the people of Kuwait, which are above all, are entrusted to us and we have a duty to protect them. And protect it.
Just as our previous rulers were keen to strengthen its foundations and hand over its banner to us, our concern and duty will also be to hand over the banner of democracy to those who come after us, flying high in our skies.
I also cannot fail to point out the actions of some governments that committed serious violations and violations as a result of parliamentary pressure or unsuccessful or ill-considered jurisprudence, which negatively affected the public interest, until we found those who were convicted of treason walking free as a result of these unacceptable practices, and I will never allow them to be repeated. Do so under any circumstances.
I must also make it clear in an unambiguous or unambiguous manner that security is an extremely important issue, and we will give our greatest attention to achieving this goal. We will first reconsider the social security laws, for whoever entered the country unintentionally and unjustly disguised himself as a nationality, and whoever assumed a lineage other than his own. Or someone who holds dual citizenship or who was forced to take the path of fraud to obtain it and benefited from the country’s bounties without right and deprived the people of Kuwait who deserve it.
The state is based on two basic pillars, security and the judiciary. All of these negative phenomena will not remain, and will be reconsidered according to carefully studied steps undertaken by trustworthy men from the people of Kuwait.

Let me say it to you in all frankness that respect for security personnel is respect for the regime, and I will never allow their prestige and respect to be compromised while performing their official duties.

The people of Kuwait, the founders of democracy, were keen to find a constitution that would serve the interests of the nation and protect the rights and freedoms of the people, and we did not find from them in their discussions in the Constituent Assembly or in the councils that followed that anything but the pinnacle of respect in speech and sophistication in the practices of the constitutional means available to them in the right place or at the right time, but we monitor Now, the opposite of all of that, there is a severe misuse of these means and in the style of speech that does not agree with the customs and traditions of the good, original people of Kuwait. Abdullah Al-Salem Hall, instead of being a place for practicing true and sound democracy, has become a stage for all that is unfamiliar and undesirable or acceptable in terms of words. And the expressions, and the matter did not stop at this point, but rather went beyond the use of the right to interrogation in every small and large matter, which wasted the true value of this right as a sophisticated tool for accountability and accountability and not a means of blackmail and threats or a way to obtain personal gains or benefits. The turmoil in the country’s political scene has reached a stage that I cannot remain silent about. It is our duty to take the initiative to take all necessary measures to achieve the highest interest of the country.
