Today, Thursday morning, the Services Committee of the House of Representatives held its twenty-first meeting in the second regular session of the sixth legislative term, headed by His Excellency Representative Muhammad Rafiq Al-Husseini, Chairman of the Committee, and in the presence of Their Excellencies the Representatives, Members of the Committee. The meeting was also attended by His Excellency Representative Ahmed Qarata, Second Vice-Chairman. Parliament.
His Excellency MP Muhammad Rafiq Al-Husseini stated that the committee held a meeting today with His Excellency Mr. Hamad bin Faisal Al-Maliki, Minister of Cabinet Affairs, in his capacity as the minister responsible for (the Labor Fund “Tamkeen”), during which a draft law was discussed amending Article (4) of Law (57) of 2006 regarding the Labor Fund (prepared based on the proposal for a law “as amended” submitted by the esteemed House of Representatives). The committee heard the viewpoint of His Excellency the Minister regarding the draft law, and His Excellency answered the questions and inquiries of Their Excellencies the Representatives and members of the committee regarding the subject.
The project includes redirecting the support of the Labor Fund “Tamkeen”, with regard to financing projects, providing programs, and providing advisory and financial services, to companies and institutions in which a person of Bahraini nationality owns a percentage of shares or shares, and institutions and companies that are wholly owned by persons who do not hold Bahraini nationality are not eligible for the Fund’s support. The committee decided to complete its discussion in the upcoming meetings in light of the data requested from the “Tamkeen” Fund.
On a related level, the committee discussed at the same meeting a draft law amending Article (14) of Decree Law No. (21) of 2015 regarding private health institutions. The project includes providing job opportunities for those with medical certificates, and reducing the percentage of the unemployed by specifying a percentage of no less than (50%) of the percentage of Bahrainis occupying medical, technical and nursing jobs in private health institutions, in order to accommodate qualified citizens, and the committee decided to complete its discussion at the next meeting in light of the data required from the concerned authorities.
The committee also discussed the decision of the Shura Council regarding a draft law amending Article (9) of Law No. (58) of 2009 regarding the rights of the elderly (prepared in light of the proposed law – as amended – submitted by the esteemed House of Representatives), and the draft includes increasing the benefits that the elderly receive. (Who holds an elderly service card), through which he is granted a reduction of no less than (50%) on all fees imposed by the state, in addition to exemption from some of those fees, as well as obtaining discounts for living necessities from entities and companies that wish to do so, and it was decided The committee submits the report on it while adhering to the decision of the House of Representatives.
In the proposals for laws section, the committee discussed a proposed law by adding a new clause No. (8) to Paragraph (C) of Article (8) of Decree Law No. (78) of 2006 regarding unemployment insurance, and the committee decided to invite the proposer to discuss the proposed law. It also discussed the proposed law amending some provisions of Law No. (18) of 2006 regarding social security, and the committee decided to continue its discussion in the upcoming meetings to reach a consensus formula on the proposed law.
The meeting also witnessed a discussion of the proposal with a desire to support the Tamkeen Labor Fund to open new specializations in Bahraini public and private universities. In this regard, the committee reviewed the viewpoint of the Tamkeen Labor Fund, and the committee decided to address the proposer regarding it.
