Videos show how the perpetrator of the attack was identified to the police before the attack
A bystander alerted police but was unable to stop him before he opened fire, sparking outrage and controversy over security lapses at the Butler, Pennsylvania, rally.
A video posted on the Internet shows several people pointing at Thomas Matthew Crooksaged 20, as they watched from the outer perimeter of the event, which was supposed to be under the control of the local police.
Crooks is clearly visible in the video and can be seen dropping forward and lying down before rolling across the ceiling and crawling forward on his hands and knees.
“Can you see him?” asks a man. “Yes, he is lying down,” replies a woman.

As Crooks crawls across the roof, a male voice shouts “officer” after another man joins the small group of onlookers. Two of the women begin shouting “he’s on the roof” and pointing.

It is estimated that police had two minutes to arrest Crooks from the moment he was discovered.
A local police officer eventually made his way up the building toward the shooter, but failed to stop him after a brief standoff on the rooftop.
Crooks pointed his rifle at the officer, forcing him to retreat up a ladder he used to climb onto the roof. Shortly afterward he fired about eight shots at the former president.
Butler County Sheriff Michael T. Slupe said the deputy was clinging to the edge of the roof after climbing up using a ladder and was unable to reach his gun when Crooks pointed it at him.
“He lets him go because he doesn’t want to get killed,” the sheriff said.
Mistakes
Secret Service snipers killed Crooks, but the agency, responsible for protecting current and former US leaders, is facing fierce criticism over the security lapse.
Questions have been raised about how the gunman was able to take up a position with a line of sight to the presidential candidate and why there was no officer stationed on the rooftop, which was 150 yards from Trump’s stage.
A dispute has arisen over whether the Secret Service or local police had responsibility for securing the roof, which was on the outer perimeter of the Butler rally.
The use of local agents, who do not have the same elite training as the Secret Service, has also been questioned amid concerns about the agency’s lack of resources.
Cross accusations
The Secret Service confirmed it was relying on local police to secure the outer perimeter, which is standard practice, and to supplement its specialized units, including sniper and counter-attack teams.
An agency spokesman said the Secret Service had designated the rooftop as outside the perimeter and under local law enforcement jurisdiction.
But local police said the Secret Service was in charge of the entire operation and was to blame for Crooks being allowed to shoot.
The US Secret Service has pledged to cooperate with an independent review of its security arrangements.
