At the extended meeting of the “Connection to water networks” working group of the Commission on Business Environment and International Ratings held on May 24, presentations were made on economic reforms on connection to the water network, including the creation of a Single Window system for connecting to water supply and sewage systems.
Publika.az informs that the head of the Commission Secretariat, Vusal Shikhaliyev, in his speech, said that as a result of the changes in the Law “On Water Supply and Wastewater” entered into force by the Decree of the President of the Republic of Azerbaijan dated May 1, 2024, the important economic reform of connecting to the water network will begin a new stage of development in this area and said that it creates great opportunities to further increase the business environment. He noted that as a result of the new reform, according to the requirements of the legislation, the number of procedures for connecting to the water network was reduced from 13 to 3, the connection period was reduced from 60 days to 30 days, and a regulatory legal framework was created for a transparent and clear regulation mechanism in the field of connection costs.
V. Shikhaliyev stressed that as a result of the intensive and effective activity of the Working Group “Connection to Water Networks” led by the Azerbaijan State Water Resources Agency, together with the representatives of the relevant state institutions, the corresponding Road Map was successfully implemented over the past two years, the preparation of new economic initiatives, especially the legislation It was ensured that complex proposals were presented in the direction of improvement and facilitation.
In his speech, the head of the working group, adviser to the chairman of the Azerbaijan State Water Resources Agency, Etibar Mammadov, said that coordinated activities were organized within the working group, about 10 meetings of the working group on improving both the legislation and administration on connection to the water network, as well as numerous thematic meetings and meetings were held. drew attention to the fact that in a short period of time, with the close support of the relevant state institutions, a package of proposals related to the economic reform initiative that meets modern challenges has been prepared and presented.

Mammadov, a very important innovation in this field is the creation of a Single Window system for connecting to water supply and sewage systems at the Azerbaijan State Water Resources Agency, the preparation and adoption of service quality standards related to connecting to the water network, the formalization of a new electronic service, and the provision of data availability. ensuring integration with relevant state institutions on the basis of modern management.
Then there was a presentation on the latest changes in legislation, new concepts and legal regulations, and the introduction of a modern and flexible approach to connecting to the water network.
At the same time, the number of procedures for connecting construction objects to water supply and sewerage systems, deadlines, works to be performed, map of new processes for connection, canceled procedures and days, as well as cost reduction and Single Window system were presented at the meeting.
At the end of the event, a presentation was presented on the Road Map for 2024, upcoming goals and modern priorities for the implementation of improvements in the relevant field related to the “Connection of utilities to the “Water network” indicator of the World Bank Group’s “Business Ready” project.
The meeting was attended by representatives of all state institutions that gave opinions on connection to the water network, officials of the Azerbaijan State Water Resources Agency, representatives of other relevant institutions that are members of the working group, non-governmental organizations, entrepreneurs and media representatives.
