A new obligation was imposed on the Ministry of Health – 2024-07-26 08:14:16

The Cabinet of Ministers amended its decision dated June 3, 2015, “On the approval of the Regulation on the regulation of the prices of state-registered medicinal products and the implementation of control over those prices”.

Publika.az reports that Prime Minister Ali Asadov signed a new decision in this regard.

According to the decision, from now on, the Ministry of Health will submit changes in the data of the state register of medicinal products (expiration of state registration, re-registration, change of manufacturer, change of country of production, new packaging quantity) once a month to the Secretariat of the Tariff (Price) Council in electronic form.

This Decision can be amended in accordance with the “Regulation on the procedure for preparing, agreeing, adopting and publishing drafts of normative legal acts of executive authorities” approved by the decree of the President of the country dated October 6, 2023.

In addition, the Tariff (Price) Council will regulate the upper limit of the wholesale and retail prices of the drugs registered by the Ministry of Health and included in the state register of drugs (except drugs manufactured in the country for export).

Within 1 month after the state registration of the medicinal product, the applicants apply to the Council for the adjustment of its price. The Secretariat carries out the acceptance and examination of documents for the regulation of the prices of medicinal products.

The integration of the state register of medicinal products with the information system of the Council is carried out in accordance with the 4th part of the “Rules for the formation, management, integration and archiving of state information resources and systems” approved by the decree of the President of the country dated September 12, 2018. If the applicant does not apply for price adjustment within 1 month after the state registration of the medicinal product, the Council carries out price adjustment by conducting research and determining the base price on the basis of data on reference countries, as well as countries with open information sources.

In connection with the first determination of the conditional sale prices of some medicines to domestic wholesale pharmaceutical enterprises or the revision of those prices, the Council receives the opinions of the Ministry of Economy, the Ministry of Health, the State Customs Committee, the State Agency for Compulsory Medical Insurance and the Union of Management of Medical Territorial Units.
