The Minister of Health, Dr. Galya Kondeva, held meetings with representatives of the European Investment Bank and a Spanish consulting consortium hired by it, which will prepare the package of strategic documents necessary for the construction of a National Children’s Hospital.
The three strategic documents refer to the future structure of the hospital, the detailed description and planning of its structural units, as well as a plan for the necessary equipment of the future hospital.
Employees from the “Health” division of the European Investment Bank and international consultants are working on the project.
The Spanish company, which the bank hired as a consultant, has international experience in infrastructure projects, including planning the design and processes of more than 200 hospitals in more than 10 countries. The company also has experience in Bulgaria, as it has consulted on the planning of the municipal children’s hospital in Burgas, reported the civil initiative “For a real children’s hospital”.
The structure report will outline the profiles of the future National Children’s Hospital, the number of offices, operating rooms, beds and all other details related to both the type and scope of health services offered and the capacity of the building. This plan must be prepared within 2 months.
Work will then begin on the other two documents. The functional program will include dimensioning and classification of room types, creation of sample 3D projects for all room types, as well as detailed information about their characteristics. In parallel with this, work will also be done on the third document, which will be a detailed plan for the furnishings – technological and household, a list of the necessary medical and non-medical equipment for each individual room, an expected preliminary budget. Both documents will be ready within 5 months.
Finally, the consultants will prepare a strategy for awarding public contracts related to the construction of the National Children’s Hospital, as well as recommendations for project management. The deadline for this final report is the end of January 2025.
During a meeting with representatives of the consulting company, Minister Kondeva discussed operational issues regarding the upcoming work at each of the stages in the preparation and validation of the strategic documents.
“The National Children’s Hospital is a state priority and what we want is for it to meet the highest standards. We want a European hospital and absolutely no compromises should be made with that,” Minister Kondeva said.
