879 cyber attacks in a year… A report reveals the rise in digital threats in Morocco

The General Directorate of Information Systems Security revealed that, through the Center for Vigilance, Monitoring and Response to Information Attacks, it has intensified the implementation of measures with the aim of enhancing the protection of bodies’ information systems and infrastructures of vital importance, noting that “during this year, 879 cyber incidents were reported, 109 of which required direct intervention from the center’s interests.”

Abdellatif Loudiyi, Minister Delegate in charge of the National Defense Administration, stated during the presentation of the draft national defense budget before the Committee on Foreign Affairs, National Defense, Islamic Affairs, Immigration Affairs and Moroccans Residing Abroad in the House of Representatives for the fiscal year 2026, that “during the period from January to September 2025, 76 electronic applications (web applications) belonging to public institutions and infrastructure of vital importance were evaluated and examined.”

Lodier added, “These operations led to the detection of critical security vulnerabilities in 20 of the applications that were subject to examination,” highlighting that “technical analyzes included IP addresses and domain names associated with applications and information systems connected to the Internet, which resulted in the issuance of 22 security alerts regarding potential gaps or weak points.”

The Minister Delegate in charge of the National Defense Administration confirmed that the Center for Vigilance, Monitoring and Response to Information Attacks “continues to issue many security bulletins and memos, the number of which this year reached 511 security bulletins, including 248 bulletins of a critical nature.”

The aforementioned government official added: “On another level, the General Directorate completed 12 field operations for the benefit of a number of public and strategic institutions with the aim of accompanying them in creating their own security operations centers.”

The same speaker highlighted that the General Directorate of Information Systems Security “strengthened, during the year 2025, its efforts aimed at raising the competencies and capabilities of national frameworks working in the field of information systems security, by organizing and programming a number of specialized training courses and workshops, whether in its training centers or within the framework of partnerships with national and international institutions.”

Loudie continued, explaining that “the General Directorate launched, during this year, an additional master’s course specialized in information systems security, at the Technopark site of the National Institute of Posts and Telecommunications in Casablanca, with the aim of strengthening national capabilities through continuous training for the benefit of frameworks working in the field of information systems security.”

He pointed out that “the total number of beneficiaries of the various training programs, supervised by the General Directorate since 2012, has reached more than 1,500 executives, representing various national sectors concerned with cybersecurity,” highlighting that “the Directorate organized a national exercise to simulate cyber incidents, from which 73 teams benefited, representing institutions represented in the Strategic Committee for Cybersecurity, in addition to public administrations and institutions of vital importance.”

In accordance with its competencies as a national authority in charge of cybersecurity, the Minister Delegate in charge of the National Defense Administration spoke about “the qualification of information systems security inspection providers who belong to the private sector,” stating that “the qualification system, which is based on an evaluation process carried out according to a reference of requirements, aims to provide guarantees to bodies and infrastructures of vital importance about the qualifications and competence of experts affiliated with the service providers, as well as about the quality of the services provided.”

Loudier stated, during the presentation of the draft national defense budget before the Committee of Foreign Affairs, National Defense, Islamic Affairs, Immigration Affairs, and Moroccans Residing Abroad in the first chamber of the legislative institution for the fiscal year 2026, that “the total number of providers of these services qualified to inspect sensitive information systems reached 8 service providers, until September 30, 2025. The number of qualified inspectors has also reached 46,” noting that “in addition, currently, Decision on six rehabilitation application files.
