A police bulletin explains that when Officer Wallace first interacted with the driver, she noticed that the driver seemed distraught.

When the kidnapper was not looking, the driver asked for help by attempting to get Officer Wallace to read her lips as she repeated, “Help me.” In response, Officer Wallace swiftly removed the suspect from the vehicle and took him to the back seat of her patrol car. Meanwhile, the driver frantically informed Officer Wallace that the passenger had just shot someone.

The Capture of the Suspect

Moments later, Officer Wallace heard an alert over the radio about a vehicle involved in a shooting in the county. The officer called for backup, and other officers arrived to arrest the suspect, identified as 29-year-old Collins Xavier Manning Bates. According to a report by People, Bates had allegedly shot someone and then threatened the woman who was standing nearby, forcing her to lead him away.

County records show Bates was arrested on five counts of attempted murder, kidnapping, unlawful possession of a weapon, unlawful possession of firearms and ammunition, and possession of a weapon during a crime of violence, as reported by People. Bates had an extensive criminal record.
